    Abstract

    This article proposes a theoretical model focused on the state capabilities needed to implement digital transformation and responsible governance of artificial intelligence in local public administrations, highlighting technical competence and administrative ethics.

      Robson Barbosa é professor do Instituto Federal de Educação, Ciência e Tecnologia de São Paulo (IFSP), Campus São Paulo–Pirituba, onde atua no curso de Tecnologia em Gestão Pública, do qual foi coordenador e integra o Núcleo Docente Estruturante desde sua criação. Sua atuação acadêmica concentra-se em administração e políticas públicas, com interesse em avaliação de políticas públicas, transição energética e capacidades estatais para transformação digital e governança de inteligência artificial em governos locais.
